摘　要：我國的紙漿結(jié)構(gòu)中木漿比重偏低，而林業(yè)沒有造紙這一最大用戶的支持，現(xiàn)狀不容樂觀，從這個矛盾出發(fā)，闡述林紙結(jié)合的經(jīng)濟(jì)基礎(chǔ)和生態(tài)基礎(chǔ)，并提出林紙相互依存、共同發(fā)展及妥善處理政府、木材稅費(fèi)和企業(yè)改革之間的關(guān)系等三點建議。

Thoughts of Combination between Forest and Paper
