摘　要：體制問(wèn)題是影響林業(yè)發(fā)展的根本問(wèn)題，本文就林業(yè)體制改革必要性進(jìn)行了論述；并根據(jù)林業(yè)具有經(jīng)濟(jì)、生態(tài)、社會(huì)等多種功能的特點(diǎn)，提出采取生態(tài)林和商品林的分類經(jīng)營(yíng)、分類管理思路；進(jìn)而對(duì)確立林業(yè)經(jīng)營(yíng)新體制基本框架的產(chǎn)權(quán)制度、市場(chǎng)主體、交易市場(chǎng)、管理職能轉(zhuǎn)變和林業(yè)配套政策等系列改革措施進(jìn)行了探討。

Discuss on the Management System Reform of Forestry

Abstract：Forestry System is the basic problem for our forestry development. So we discuss the essentiality of forestry system reform in this paper. According to the characteristic of economy，ecology and sociality of forestry，we advance separate management method for ecology forestry commercial forestry，furthermore probing some reform measurements for establishing new forestry management system about property right system, main body of market，exchange market，management function change，assorted policy and so on.
